The dealer with the tec 2 can most likely find all the electrical issues. But it can not fix or find the sometimes cold some times hot. The Acc check one can perform on the car to see if there's a fault in the reticulating air or the driver side/passenger side blend doors only check to see if the r.c. motor is operating and its likely they are. The problem is in the plastic that connects the door to the motor which the Acc test can't see. Even the dealer will do the Acc check and I'm sure it the test will come back and say no problem found.

Your problem of sometimes cold sometime hot can happen in a busted reticulating air door. The door when operational slides from left to right. When its all the way over to the right its closed all the way over to the left its wide open letting in outside air.

When this door breaks off its r.c. motor from brittal plastic the door itself is now free and it will slide left to right on its own very easy. Opening and closing by which way the car is taking a corner. A hard left the door closes a hard right, door open. Which I suspect is your problem of cold sometimes and hot other times. To verify this door is sliding on its own one needs to take the glove box out and physically look at the door to motor. No other way to know if its broke a dealer will do the Acc check and find there's no errors becouse the motor is working.

The driver side and passenger side blend doors are on a roller. They roll up for door closed and roll down for door open. When they break from their r.c. motor the door lays to rest at half open half closed and dosent move from its possession like the reticulating door dose.

If the dealer can't find your electrical problems I'd be quite surprised but its no surprise if they can't find your cooling problem.
