Hello, It is normal to have no vacuum present in the line going to the turbo bypass valve (blow off valve). That valve the line attaches to is a vacuum valve which opens and allows vacuum to the blow off valve when the throttle is closed. The check valve coming from the pcv nipple on the valve cover should be pointed towards the throttle body. It allows vacuum from the engine to pull from the valve cover but will not allow boost to go towards the valve cover because that would pressurize the crankcase and will make oil leaks worse.
