As long as everything seems to be stabilized now and there are no drips, don't worry about it. The tech did have to remove cooling lines from the turbo housing when he replaced the bad turbo. Whether the entire cooling system has to be drained, I do not know, but in any case, he introduced air into the cooling system, and did not completely "burp" it when he serviced it after the turbo change.
This is why the level went down suddenly, then stabilized. As far as the odor.... that was probably due to spilled fluids that were not completely cleaned up afterwards. While it certainly would not hurt to have your dealer visually inspect the engine, I personally would not bother unless the coolant level seems to creep down. Then you have a leak.
If the chemical smell is still bothering you, wash the engine with soapy water (no petroleum degreasers like Gunk) and rinse very thoroughly, then go for a drive to dry it out. Pay particular attention to the turbo area. Be sure the engine is STONE COLD when you do this.
Coolant overflow at high altitude? Nah. Been there (12,000+ feet) in my Aero Wagon, running _hard_ and never had the slightest change in coolant level. Saab thought that one out already.
