Horn button corrosion

After some research on this horn design (can't find the link mentioning this), it seems it might be light corrosion on the horn button that limits horn functionality. This interrupts the ground signal if I understand things correctly. It's not entirely clear to me which portions need to be cleaned up as I don't see what parts contact to create the ground. Does the upper portion tilt and hit one of the four bolts holding everything down? Then I'd need to clean the inner diameter of the hole and bolt itself? I assume I'd use some form of sandpaper or emory cloth?
How do the connectors on the back of the airbag release? If the battery is disconnected, I won't get an airbag light if I remove it while I work? There's usually a safety latch to release first, but I'm not seeing it.
The WIS doesn't mention this under the horn button, but it looks like I need to remove the steering wheel center nut (WIS torque at 39Nm/28.8lbf ft) to remove the horn button? It seems that black inner portion (effectively a washer/bracket) has to come out to allow the horn button to be fully removed.
Also, are the horn switch wires supposed to run in that wire channel in the lower center? A dealer changed a cable in here so I can't assume any parts are where they should be. The way the horn button wire comes around the rubber damper doesn't seem correct.
I've included photos showing the center nut, wiring channel, and WIS image of the horn button.
