I have the same issue with my ACC. It does exactly what you described, as far as interior temperature, fan, etc. I've been playing with it hoping to pinpoint the "problem". I know if I take it to the dealer they will tell me it works fine. It appears that there are a few of us with this complaint (well, that makes me feel a little better... I'm not imagining it!). We took a 500 mile trip, it was very hot, and we had the temp set to 64 the entire time. It was still not cool in the car.
My '95 9000CS has great ACC. Nice cold air very quickly, I set it to 72 for the summer, 68 for the winter, and forget about it. Now when it's really hot we take the "old" Saab. I have to get around to selling it one of these days....
I have not noticed the groan that several people have mentioned. Do you hear it from inside the car, or after you get out? Keep us posted if you find out anything about the ACC. I will do the same.
