Well, it is always tough to give answers when you AND a Saab shop have both looked at it without finding a smoking gun.
If your idle is constantly up around 1200-1500 with warm engine, something is for sure wrong and the 3000 spike at cold start is probably just an effect of that.
Engines do rev up at cold start but not quite that high but if the whole idle scheme is off, I guess the cold start idle up function could be altered as well.
Engines off today have a cold start idle up emission function to kick start the catalytic converter. Volvo more so than Saab's I have noticed.
The different tests Viking Automotive did is all in line with normal procedures but what wold be of interest also is many of the other live data streams that can be seen on the Tech 2.
One line of interest is the air mass meter correction value and if it is at around 0% or going plus or minus at idle. That is a good tool to catch vacuum leaks or boost pipe/hose leaks. A good smoke test would/should reveal most leaks but that live data can sometimes show more.
It is rare that these cars have idle issues and especially if they don't set off a fault code.
One rare problem might be if any of the crucial ground connections have a slight resistance and that it alters the power and ground scheme for the throttle signals.
See if you can find the different ground cables around engine including the main strap from battery and clean them.
Otherwise you have to ship it out here. ;o)
