I assume the pipe is pulled out of the thermostat housing already?
Can't remember seeing that bolt sticking out but my suspicion is that someone when replacing the timing belt, tensioner and idler pulleys either put the wrong bolt (less bad) in the upper idler pulley position or forgot to put the spacer in behind the idler pulley (bad).
When it comes to the V6 thermostat, I take every chance I get to do it together with timing belt job because it is much easier to remove camshaft sprockets, and rear belt guard and do the thermostat from that side instead of removing the intake manifold. Since it is a good idea to do the camshaft seals with belt, the sprockets comes off anyway.
At this point, you could probably remove the plastic timing cover, note the pulley position and back out the bolt slightly to clear the space and then tweak the pulley back in position and tighten the bolt.
