Take it to a professional polishing shop.
The thing is that all these advertised consumer polishes are crap. The BEST ones will only last thru 5-10 car washes max. They just fill the scratches with wax that gets washed out very quickly.
The solution is to take off a small amount of the protective finish (usually this layer is about 30-40 micrometers thick while the "swirls" are 2-3 mcm deep). This is a very complicated job. Usually it's done using a 3M technology and 3M professional materials. It should take about 6 to 8 hours and cost 200-300 bucks. The effect is 100% (the finish looks brand new). The down side is that you can only do it 3-4 times throughout the body paints life.
We have that here in Moscow. I have seen this technology do miracles to some older 10-12 year old cars.
After you've done so, you can maintain the finish by using regular polishes. These crappy ones are good at protecting the finish :)) (not repairing).
