I can’t answer the technical question of whether the mileage could be rolled back, but I can offer my experience with purchasing a low mileage 9-5.
My 2003 9-5 LPT had 25k on it when I bought it 18 months ago (has 30k now) and I had similar concerns.
What led me to believe the mileage was correct was the carfax - there were sporadic service records and the mileage of them was consistent. I also got the backstory on the original owner (I am third owner) who was said to have sold it at age 92 a year prior to my purchase, so he would have bought it in his 70s. I imagine some retired professor who didn’t drive much.
Trust,but verify... wear and tear can also be an indicator, especially on the pedals, steering wheel, and gear shifter.
