headlight glitch

All, I picked up a 2006 with H7 headlights and a pretty messed up bumper. Initially, the brights would not come on. That seems to always be the orange light relay. Messed with the relay and all was fixed. Now, I finally go around to repositioning the bumper and realigning the headlight units. Suddenly, the driver's side low beam would not come on. A little tap on the lens and it comes on. Odd. Sometimes a tap wouldn't work and I would pop the hood, remove the cover and jiggle the bulb. Light comes on. Sometimes, the jiggle wouldn't work but unclipping the bulb would immediately turn in on. Reclip and the bulb stays lit until I turn the car off. Occasionally, the lights all work from the get go.
The orange relay is brand new. When swapped with any other relay from the 4 other 9-5s in the family the issue remains. It acts like a bad ground but I can not think of any point in the assembly where this could happen. I'm hoping someone has had this issue and could point me in a direction for repair, short of buying new headlight assemblies. Could I have missed something simple when I removed them during the bumper removal/install?
