Several new bulbs have been used, just in case. Oddly, the low beam didn't even have a clip when I first opened it up. Had to borrow one from a parts car I have. I've tested for voltage at the bulb clip and it is always present when the lights should be on, which tells me I'm missing a ground. However, I don't see anything that would indicate the seat for the bulb in the light set up is grounded, despite being made of metal.
I'll keep digging, but I fear i'm gonna need to remove everything again.
