I agree with Jeremy regarding the sleeve vs the aluminum shaft part, if you determine that the shaft is broken. The broken end of the shaft has to come out (which it should if it’s broken) to slide either shaft repair over the remaining piece.
So, if the shaft is still firmly attached and you can remove the arm without the shaft coming with it, chances are the new arm is sufficient to repair this (or at least rule out the most common failure point)
