Do I need to get a Tech II to reset my Locked radio?

After driving my 2008 Aero SC for three years without a working horn, I thought I'd try one more time to fix it before I put the car up for sale. Previous remedies tried by Saab dealer - replaced horns, fuse, relay, clockspring, so I brought in a replacement SID from Goldwing (very reliable source for used parts IMHO), after disconnecting the battery, several hours of carefully removing dash panel & components (radio, ACC, lighting switches, etc) I was able to get to the instrument cluster, the SID attached to the back of it. Once it was replaced, put everything back together, cranked it up. The horn is still inop but everything else okay - but now I have the radio showing LOCKED. I was under the assumption that it would be okay as long as I was re-installing the same radio. Can my local indy with his Tech II unlock it? I've reduced my asking price to best offer on this website with the horn issue hoping to get the radio working again. Thanks.
