I had this with my high beams .. the tech tested every wire and found a tight factory cable tie that over 15 years had corroded enough to no longer trigger high beams
I am glad I got his experiences hand before firing the parts cannon
Bet you have a bad wire .. you could have an Indy just wire around or put a horn button on the dash .
My it’s net just soldered in a new wire and bang all back to normal
