I'm skeptical of that argument when it is applied to the air filter. Car manufacturers spend millions to implement small gains in horsepower and/or fuel efficiency. If they could achieve a gain in either of those departments simply by changing the type of air filter used, I bet they would do it. For this reason, I have to assume that both types of filters produce similar performance when clean. The K&N may have other benefits such as better flow when dirty or maybe better filtration, but these are more difficult to determine. I think about the only hard fact that can be stated is that over the life of a car, it would be cheaper to use a cleanable/resuable filter such as the K&N rather than disposable filters.
BTW, I think your cost argument DOES apply to some other parts such as the oil filter. Why would the manufacturer use a $10 oil filter when a $5 oil filter is adequate? There are no directly marketable specs that are determined by the quality of the oil filter (i.e. it doesn't affect horsepower or fuel efficiency).
