we just bought a 'certified' '99 9-3 (53k when bought) and frankly I'm leaning towards the opinion that 'certification' is a joke. The list:

New right front strut - not replaced till I made it part of the deal.
Brush thingy between emerg. brake - replaced after we noted.
Brakes in back nearly gone, both front and back brakes 'click' loudly after reversing or going over bumps, then braking.
Front suspension still 'groans' over humps - dealer says normal.
Transmission (auto) doesn't shift out of first till I drive about 0.2 miles when cold - dealer says normal.
Right rear ABS sensor still faulty - dealer will try to fix, already replaced sensor.
Tranny fluid smells burnt - should have been changed.
I also think the dealer removed the in-dash CD player and replaced it with a non-CD unit, thereby making haggling over the 6-disc part of the purchase prices (the sticker, which we have, lists in-dash CD player, which is not in the car).

My next step is to get the list of the '110 points' from either Saab or the dealer and then question how they could have done this inspection and let a bad strut go, for example. I have to believe that looking at the suspension would be part of the certification. One last thing and my rant is over...I have the printout of everything they did to the car when the dealer rec'd it...changed plugs and oil, cleaned SID unit, replaced front brakes, fixed a leak in the tranny, that's about it. Maybe with a few other things the total was probably about 300-500. Funny, the printout says for example, 'SID unit inoperable' then an estimate of 500 or so, then below that states 'cleaned SID unit' - 75.00'. I wonder which they submitted to Saab? ;-) Not that I'm accusing anyone of anything mind you. I still like the car, its the dealer that makes me pull my hair out. My final thought would be what good is certification when the dealer balks at everything you bring up?
