There is a short term memory for the climate control system as well as a long term one. The short term one is there so if you have the system set a certain way and then stop somewhere (like to get gas), then start off again, the settings you had for your current trip aren't reset to the default (so you have to set them all over again).
The long term or permanent memory is there for the default operation on startup after a longer period.
So, if you program the system, it will wait around 10 minutes before it actually makes these settings permanent. It is working off of short term memory until the 10 minutes are up.
Also note that the ACC might override your settings under certain conditions, something I really don't like. For example, I set it to default to ECON, but if the ambient temperature is above some level (like 80 F), it will automatically switch to AUTO in an attempt to keep you cool no matter what your preference. I have to select ECON again to turn AUTO off. I like to warm the car up without AUTO being selected to take the A/C load off the engine.
