Speaking as a Saab tech and someone who knows cars. Someone is not telling the truth. If they are calling the turbocharger the hooter they are not out of stock(we have three), if they are referring to the hooter valve it is a common part and not out of stock at present.
Think of it this way.If you stood to lose money by having to buy back a car wouldn't you scour the country for the offending part? In fact wouldn't you pull a part off of a new car on the lot if it meant the difference between a happy customer and an angry one?
I suspect that this car was bought back because of some form of lemon law that exists in your state. Here is what I would do. Ask to speak to the previous owner. If they balk, walk. OR get the last 8 digits of the serial number and call a competing dealer(they love to burn each other) they can check the number and tell you what has been done to the car.
