BMW has one of the older and more well-known CPO programs, and in the Roundel magazine some dealers have freely admitted to potential customers that if there are two identical cars sitting side by side on the used car lot, they will only bother to certify one of them. Why? Co$t.
Also, if it happens that two good-quality cars both arrive at the same time, or if there are too many certified cars already on the lot, they will sell one "as is" (non-certified) because they can make the price $1500-2000 less and it draws in a bigger crowd.
And just to further muddy the waters, it's up to the dealership and the integrity/quality of its service dept. as to whether the car is really gone over according to the checklist. The manufacturer and importer disavow any responsibility for the quality of the certifying work, although I guess they do have to pay any warranty claims and would probably try to make the dealer eat those. While shopping for a Starmark Mercedes at the various LA area dealerships, I saw some wonderful cars and some dogs. The doctrine of caveat emptor, unfortunately, still applies.
