Speed limits are set artificially low so as to enhance revenue; the letter of the law states that the speed limit is 55, while the spirit of the law says that you can usually drive up to 10 mph over the posted speed limit.
Fact is, Catherine fell victim to a speed trap: they probably would have even given her a ticket for 61 in a 55 if she were only going 61. When they need to fill their quota, they'll do things like that. My local speed trap (the previously mentioned Clearview Expressway) is like that at times.
There's a gray zone at play here; I don't believe the speed limit is black and white. My firefighter brother is friends with many police officers, and they've admitted to him that there's quite a bit of leeway--it's really up to the discretion of the officer.
In this case, everyone on the Taconic was a sitting duck, just waiting to be shot at.
