refill cooling system through the expansion tank?

Unless SAAB's are different (not just quirky) than other cars, the expansion tank is only interconnected with the cooling system when the system is at pressures approaching the radiator cap's rating.
Draining the radiator should have no effect on the fluid level in the expansion tank (until you start it up, allow it to heat up, then shut off). Adding fluid to the expansion tank would only allow it to be sucked into the radiator if the radiator/engine is cooling down from operating temperatures.
I could be wrong as I've seen other posts here referring to the expansion tank being under pressure, but all of the expansion tanks (on cars and motorcycles) that I've seen, the tank is always at atmospheric pressure.
So, I would assume that the radiator should be refilled directly after draining. Replace fluid in expansion tank, fill to cold level, remove radiator cap, fill radiator, leave the cap off, start engine, wait for thermostat to open and flow through radiator to reduce level, add more fluid, when it begins to heat up and want to overflow, replace cap, allow to reach operating temp, check for leaks, turn off, allow to cool, if expansion tank begins to empty, add coolant to tank, check radiator level and expansion tank level.
