What's the scoop on speed ratings for winter tires?

I'm getting closer to closing the deal on an '03 Aero wagon here in Geneva Switzerland. I've got a decision to make about winter tires though.
The dealer is offering a set Continental WinterContact TS-790 215/55/16 on Saab rims. This tire is very well reviewed with excellent marks on wet roads, which is the main problem over here. They come mounted on Saab rims and are H rated.
If I buy Borbet rims and the same tire through local dealers I can save around $200 and be getting V rated winter tires. My understanding of the higher speed rating is that it gives a firmer sidewall to the tire which could translate into a tire better able to maintain contact if a high speed evasive maneuver is required. Over here we do a fair amount of highway driving at speeds of around 130 - 140 km/h in the winter. My main priority is safe driving and I am not an aggressive driver.
In one sense, buying the whole package through the dealer is easier and the $200 seems to me to be not a whole lot of money in the big scheme of things. But is there a major advantage in having a higher speed rated tire?
