I don't own a 99, but have been on this forum long enough to know that 1999 (first year of model production) is definitely the "lemon" year for the 9-5.
Search through the forum and you will see several issues. Seems like the DI cassette and the turbo are the most problematic.
As to what the seller says, well, what you you expect him to say. I for one would want to see detailed and flawless service history records. For this reason, every time ANYTHING goes into my car (gas included), I record mileage and other relevant details. This is probably unnecessary, but keeping oil change and service records is the bare acceptable minimum. I wouldn't take his word to mean anything.
Sorry, but to me, 12K for a car out of warranty with known issues just isn't smart. For that money you could get a slightly used (and in warranty) VW Jetta or maybe even a Toyota Camry. Jeez, I think both of those cars can be had new for under 20K.
