My '95 Toyota Camry (FWD) had terrible traction overall, while my '97 Cadillac Catera (RWD) was good in snow/ice without snow tires, and even better with snow tires. So it really depends on the weight distribution, the effectiveness of the traction control system, the anti-lock brakes, etc.
