Service writer wants to add $59 cleaning fee. . . .

I just made an appointment to get the '01 I bought used in June serviced at a new dealership for its 20,000 mile OC & inspection.
Here's a new one: the service writer recommends that I get an additional, 3-step cleaning procedure done. That's right. Something I've never heard of after owning my old 9000 for years.
She explained that they recommend this procedure every 10,000 miles and it covers 1. The throttle body, 2. a portion of the gas tank, and 3. the cylinder heads. All this for 59 bucks. . . .
Does anyone know _exactly_ what they do--e.g., is it just a bottle of additive?
Should I say 'yes' or 'no'?
