You would be suprised, I frequently clean my wheels using just a dry rag or shop towel. So long as they have not got wet and the dust caked on, the dry dust comes right off, but you have to turn the rag often. For stubborn spots a spray with McGuires Quick Detailer followed by wiping works well.
However, if a dog gets them, use wheel cleaner! :>(
