All the diagnostics do is test the resistance of one bulb to the other. If they match, then everything is considered okay. If they don't, then it is assumed that there is a failure. The diagnostic cannot actually determine that a bulb is really not lit... all it can test is the resistance.
DaveP is right, you have to change BOTH bulbs as a result, because a new bulb will have a different resistance than a bulb that has been burning for a few years.This is a GE/Phillips/Sylvania conspiracy. I had to change both headlight bulbs because of the same type of message.
BTW, no bulbs have EVER burned out on my 11 year old Ford truck with 100K+ miles on it. But the bulbs on my Saabs seem to burn out all the time. I guess the EEs in the Michigan know their stuff.
