Not sure about how good the other prices are, but $25,000 for a 2002 9-5 seems VERY good to me...
ESP is not critical, it's one of those things that's "nice to have" but you'll be fine without it. Some actually would rather *not* have it. The 9-5 is a very stable car even without all those electronic driver's aides (ABS, TCS, ESP, auto brake force distribution, etc)--just like all other SAABs. You gotta do something really bone-headed to destabilize a SAAB!
What's in the premium package again? The only thing really worth getting IMO is the bi-xenon headlights. Reverse sensor, auto-dimming mirror, and rain-sensing wipers, again, those are in the "nice to have but not absolutely necessary" category.
Some people have actually complained about the rain-sensing wipers and would rather have normal intermittent wipers. FWIW, my rain-sensing wipers work fine (better than on my parents' BMWs--the SAAB will switch into high speed mode automatically when necessary).
Perhaps the reverse sensor/parking assist would be really handy if you parked on the streets of NYC... on the one hand, while they help you parallel park, I'd also be worried that some idiot in an oversized SUV might smash into the sensors and crack them... hopefully these were designed with impact-resistance in mind??
