For a non-aero 9-5, it depends on your price range. For the best value, get a 99 SE Wagon or Sedan, but ensure that a few major issues have been taken care of
1) SID display --> newer replacement units lack the "test brake lights" message and have been improved over the originals to fix the missing pixels "phenomenon"
2) ECU - make sure it has been replaced/updated
3) Banjo bolt on turbo plumbing: this is a recall that should have been performed and if it has not, can cause the blue smoke problem many complain about
4) rear muffler - this is a notorious problem area
5) engine pinging: if you hear a rattling under acceleration, have spark plugs checked as well as fuel quality. 9-5s are very sensitive to dirty or poorly gapped plugs, and some believe that this can lead to the demise of the DI cassette. For city driving, I think the plugs should be replaced every year to avoid deposit buildup.
Have a dealer run the VIN number, and any service completed at an official Saab dealer will come up. You should be more concerned with the service history than mileage, a low mileage 99 without these updates will be more problematic than one with higher mileage but with a complete maintenance record. Of course, the 2000 models addressed many of these problems from the factory
