Hello Ben,
If I remember correctly, the I4 lpt and the V6 have the EXACT same suspension setup in 1999-2001. The aero (hpt I4) is more firm, has larger anti-sway bars, and a slightly lower ride height during these same years. This was changed with the 2002 update, and all the cars received the firmer suspension tuning. Personally, I love the suspension balance of our '01 SE. Those who whine that it "rides like a Buick" are absolute automotive snobs who aren't happy unless the suspension is tuned so firmly that they're fillings fall out...
As far as the acceleration question, you should drive both and see, because this elicits very different reactions from different people. We find our V6 to be very strong off the line and through the midrange, and less strong in the last 1000 rpm before redline. If you search autosite.com (a compendium of magazine stats under the "performance" links), you can find 0-60 times, etc. The 1999 V6 auto sedan will out-accelerate a 1999 I4 auto sedan 0-60 by over a second. Chop that number in half if the I4 is a manual.

Considering that you are considering a 1999, mileage, vehicle condition and service history would be far more important to me than which engine is in it.
