Xenon Rev 1.0, as appeared on many Japanese and European luxury cars were indeed poorly focused blinders that did little more than lend a blue aura to the roadway. Xenon Rev 2.0 feature a projector beam design with a movable "shutter" to chop the top off for low beam. Light output is so great that they combine the even spread of an "E-code" with the intensity that a DOT beam lays in its "hot spot", along with the wide spread of a fog light. "Switching" to high beam lowers the shutter and allows the lights to shine on down the road. And on the tops of the trees. By design these lights have a very wide spread, and while the light output is impressive, a halogen "pencil" high beam is a plus. The DOT has decreed that Americans don't deserve that bonus, but since the hardware is in place, it's just a matter of connecting the right two wires to enable it.
