My W.I.S. is for the 1998-2000 model years. It's possible mine is an early edition and Saab later corrected their mistake of placing the old style instructions in the 2000 section (along with the new style), and placing only the old style instructions in the 1999 section.
My car is a 2000 model and has the new style brakes.
I recognized from part numbers that I had the wrong style rotors delivered. I did some in-depth searching to validate/repudiate the rotors after discovering I had the wrong pads. Since I knew I would have to return them I didn't tear the box open to compare them to the new style on my car. From photos it appears the offset is different, the drum looks deeper on the old style, but surprisingly there is no mention of different parking brake shoes.
Spookiest part of your situation is that even the S/N won't help in specifying the correct brakes for your car.
