Put the bolts back in, tightened to just less than finger tight. For the fronts you can turn the steering wheel to maximum left - maximum right - center. This should loosen the crud locking the wheels to the hub,
For the rears or all four wheels slowly backup then forward while turning the steering. A move similar to changing sides on a double wide driveway should do the trick.
Thoroughly clean the hubs of all crud, coat with anti-sieze or wheel bearing grease, then mount new wheels.
The bolt recall is not because of locked on wheels, but because of the crud build-up that could then break apart while aluminum wheels are on the car, resulting in cyclical loading of the bolts and possible wheel bolt fracture.
