Honda (Acura) has mass produced engines with high HP but low torque, similar to motor cycle engines. See link:

This engine only has 2.0L and puts out 200HP but little torque.

A 2.3L engine can be made to put out 200HP easy. Saab choose to use the LPT with simpler intake mechanism but with higher torque at low RPM. A high torque engine is more lively in everyday use as in most Saab engines.

There have been many posts about torque vs HP. Torque is what pushes you against your seat when you step on the gas. As someone puts it, torque = fun.
