I think 17k for a relatively low milage 9-5 is a pretty good deal. As long as the core TSBs have been done, no accidents and you can get a clean bill of health from a Saab Mechanic; I would say go for it... it still has some warranty left, so over all I would say go-for-it. I have a 2000 9-5 and it has been a flawless performer.
As for if a college student should have a 9-5, I would say a Saab is probably a fine car. Safe, as reliable as most, and as a plus, nicer than your average college car. If your child is the semi-responsible sort and there is Saab mechanic in the college town, go for it. I had an Audi 5000 in college, it was a great college car. Just make sure they do the standard manteniance on it; regular oil changes are a must.
