Help-paint stained can't get it off

My car was parked in a hotel garage for three days. When I got it something from the cement had dripped down on the paint. It came off most of the car with soap and water but it seems baked on on the hood. Tried McGuires Car wax and it wouldn't even touch it. Would bug and tar remover damage the clear coat. It seemed to on my Balck clear coated suburban. Any home remedies for removing this stuff. It is grey and won't budge. I don't want to damage the finish. Thanks.
