The 16" wheels will give you a slightly softer ride, and just a little less responsive feeling to the steering. I wouldn't worry about rain storms. That is more a function of the actual tires, not their size. Why would you want to swap them? If you really don't like what comes on the car after you have driven it for awhile, you can always get different tires. I have the Primacys and I am very happy with them.
If you live in a snowy climate you will definitely want winter tires, and they are usually on 16" wheels (Saab sells a very nice package in the fall). They are great in the snow, and also avoid pothole damage to the 17" wheels.
