I've noticed the '99 to '00 jump in used cars as well, not just Saabs. I think it is a psychological thing as well as the fact that a 4 year old car is usually not kept by a dealer when traded-in but is auctioned off. With typical miles, a '99 might have around 60K miles which makes it a dicey resale on most used car lots.
I bought my '99 9-5 with 57K miles and it has run beautifully for the past 23K miles. There was a change to the ECU and the throttle body that the dealer performed for the previous owner that shook out any kinks in the car, and the service records show that it has performed flawlessly since, so I would check that the car you are looking at had an ECU change at a minimum. You can also get Saab to dump out the car's service history for you.
I also came from a '94 9000(CS) and can say that the 9-5 rides and handles much better... I don't feel every crack and bump in the road, but still feel glued to it.
