Taliaferro Saab (http://www.genuinesaab.com) is one of the US distributors for Speedparts performance kits. There are four levels of added performance available depending only upon how deep your pockets are. Level #1 provides slightly more power and torque than the factory Aero model. Price is currently in the range of $850USD for Level #1 but is subject to currency fluctuations (Speedparts is in Sweden).
Other choices are Maptun and Abott Racing. Maptun is also Scadanavian, and Abbott Racing is based in the UK. My impression is that both these companies are more expensive than Speedparts and you may have to deal directly with their European main offices - US distributors may not exist. Rumor is that Speedparts also "private labels" the ECU upgrades for one of these companies.
The kits are based on a re-programmed ECU with other add-on parts too. All upgrade work is external to the engine until you get to the highest levels of performance. There are other Saab Performance Houses but they tend to work mostly with the 900 and 9000 models, not the 9-5's.
