first and then you send back yours for a partial refund. They charge you an additional amount over the ~$800 or so, and then give you a credit back when they get the original ECU. That way you don't have to wait without a driveable car while they do the programming. You do have to open up your engine to get the part numbers off your current ECU so the new one can be programmed to match your car.
About the mileage, I haven't noticed a big drop. This summer I took a road trip while moving to Florida and still got 30+ on the highway. Driving around town I'm getting about 25 or so back and forth from work.
The HP and torque increase is certainly noticeable, the car is very different to drive now.
