You guys have it correct, I usually shift at around 3,000 rpm so that the rpm _in the next higher gear_ is at least 1,900 or 2,000.
When I first got my 9-5 I noticed the engine sounds smoothest when shifting at the gear# times 10, that is:
shift from 1st to 2nd at 20 mph (minimum)
shift from 2nd to 3rd at 30 mph (minimum)
shift from 3rd to 4th at 40 mph (minimum)
shift from 4th to 5th at 50 mph (minimum)
But of course you can shift up at speeds even higher (and sometimes lower) than that, depending on traffic situations and road gradient.
Go by what feels and sounds right!
Good SAABing!
Jason
