It seems others have answer the question of if it can be done with Xenons, what they didn't do is give you information that would enable your tech to do it. On my 2000 Aero and my wife's 2003 9-3 convertible, what you do is tell the mechanic to set the headlights and fog lights to Option 1 using a
Tech II programming device. I believe both are currently at Option 3 for U. S. and Canadian cars. I see no reason why it would be any different with Xenon headlights. If you want to have city lights as DRLs with the switch in the off position, you leave the DRL fuse in. If you want to get off with the switch off, you remove the DRL fuse. The middle and on positons are the same and as explained by others below.
