He may not need to replace the TB. A number of other problems could cause it to go into limp-home mode. May be something as simple as a faulty sensor.
I reset mine without a tech 2. Many low cost OBDII scan tools will clear ECM codes. I had AutoZone do mine. Then I idled the car home (if you don't step into the accelerator when the limp-home solonoid is set, it won't throw more codes) where I manually reset the limp home solonoid on the side of the TB using the procedure shown in the WIS.
