I would start by buying a can of carb cleaner and cleaning the inside of the throttle body. With the KEY OFF spray the inside of the throttle body then reach up in with a rag and open the throttle plate and wipe it out untill it is clean. The point is to get the area around the valve and the edge of the valve squeaky clean.
Think of it this way there is a little motor that is constantly adjusting the throttle valve(butterfly), when it gets mired down in the goo on the sides of the tube it sticks. Now the little motor is straining as hard as it can to open it as the computer is yelling "WE NEED MORE AIR DOWN HERE DAMMIT" So it strains and finally pops the valve open, the idle flies up then the computer starts yelling "TOO MUCH" So it snaps it back shut...repeat. Why only when it is cold? because there is nothing more sticky than cold goo.
