Actually, recent studies show that short shifting is the "way to go" so far as attaining best mileage goes ( lower RPM plus wider throttle opening equals lower pumping losses equals better gas mileage ).
As long as the engine is not obviously lugging/shaking, I wouldn't worry about any damage happening. The engine is under very little load. I would be more concerned about getting rear ended merging into traffic.
In my 1993 9k Aero boost comes on BANG at 2500 RPM and there is plenty of low RPM torque so a 2000 rpm shift point is quite common for me to use around town.
