tire package. They give you four BBS alloy wheels with reasonable winter tires balanced and mounted for $800 or so.
The 16" wheels should be fine if you keep the winter tires properly inflated and check the pressure often. I have the same setup for my wife's Aero that we had no trouble with during last winter in NJ. I think we got comparable snow fall last winter with your normal winter up there and the same pothole infested roads.
The problem with steel wheels is not because they are steel wheels, but because of the chemical reaction the steel wheel, salt, and the wheel hub with residues from the summer alloy wheels. The chemical reaction may cause wheels to be bonded to the hubs. Saab has a service campaign on this for the 9-5s.
