If the temp drops when you are at higher speeds, the stat is stuck open and the cooling is then a function of the vehicle speed that cools the rad.
To test, cold engine, hand brake on, hood up, start and idle. Feel the upper rad hose. It should be cold until the engine is hot, then the stat opens and the hose gets hot suddenly. If the upper rad hose gets warm as the engine slowly warms, the stat is not closing and needs to be replaced.
See the link for muy post to replace the stat. I describe how you can not loose a lot of coolant, which is of value if your coolant is fresh.
