There is no simple answer to this question, so here it goes.
If you are looking for instructions on performing your own "Major Interval Service" work (i.e. 30,000 miles, 60,000 miles, etc.), then the answer is Yes. Taliaferro Saab (http://www.genuinesaab.com) offers a book/pamphlet which details the necessary service steps. Cost is under $20 I think.
If you are looing for instructions on all repairs, AND you car is a 1998 thru 2000 model year vehicle, then the answer is Yes again. But it is a CD not a book. Called the Saab W.I.S. (workshop instruction manual) it is avaliable from a few sources including various e-Bay sellers. One full time seller is Schiff European Automotive Literature in RI. Price is usually in the $150 to $200 range. The company has a web site.
If your car is newer than a 2000, then the answer is NO. Although a W.I.S. exists for these model years, it is not sold in the US. I have only seen one on e-Bay, sold by someone in the UK for under $100USD! What a deal!
There is an official Saab website accessible to all owners and independent mechanics who desire/need the W.I.S. information to service a vehicle. It is sold on a subscription basis, rates range from $10 per day to $500 for a full year. I haven't used this site, but knowing how confusing the W.I.S. CD can be for a first time user, it might be a very time consuming and expensive solution. I also don't know if printing instruction sheets is an option.
