Make sure you are turning it the right way. I often have to think about it when I am reaching up to the end of the oil pan from the front of the car.
It sounds like the plug is now torn apart, so using a socket is no longer an option (BTW, using six-point sockets is the way to go for high torque conditions... no rounding off of the head). So I would attach the vise grips, slip a small length of pipe over the stationary end of the grips, then get a torch and heat the head of the bolt up, then wack the pipe with a rubber mallet. You just need to unstick it.
Remember that the oil pan is aluminum, and that it can crack. So be careful.
