Simon,
As noted below, you need to head lights set to option 1 with tech II. With fuse 35 pulled, this gives you the settings you want. You might also want to have the fog lights set to option 1 too, this allows the fog lights to work with the parking lights (middle setting) and also with the high beams.

Put fuse 35 back in, the gives you the city lights (park lights + low wattage bulb in the head light housing) for DRLs. The nice thing is that they work with the switch in the off setting and are connect to the ignition and so go off when you turn off the ignition. This of course leaves you no off position but I actually like it as I prefer have something for DRLs for safety reasons.

I do believe this is contrary to Canadian regulations as I believe they require DRLs up north of the border there.
P.S. We got a good shot of that snow down here too. Had to drive my Aero from Everett down to Vancouver, Washington and back during the worst of it. Not fun even with the all season tires Pirellis P6000s from my wife's 9-3 on the Aero. (The Michelin MXMs from my Aero would have been worse by far.) Not fun at all, lots of crawling down the freeway at less than 10 MPH.
